The Ministry of Cultural Affairs, responsible for the Grand Théâtre project, organized a nationwide architectural competition in 1964. The jury chose architect and urban planner Victor Prus, a Canadian of Polish origin, for his Brutalist concept, considered very modern at the time. Prus designed a sober structure in raw concrete.
