The project for a third connection between Québec City and Lévis is not at all a new idea. This 1970s postcard shows that the idea to build a tunnel has be in the collective imagination for years. Mayor of Lévis Adélard Bégin raised the possibility in 1947 when plans for a bridge linking Lévis to the Citadel area were deemed unaffordable.
