Industry in the anse au Foulon area dates back to the 18th century, when the Séminaire de Québec ran a mill there. Over the years, shipyards were built along the river, and a working-class neighbourhood developed around them. In the middle of the 20th century, a major boulevard and wharves for importing and exporting goods were built. The sector took on an industrial feel.
