We see civil servants enjoying an outdoor meal north of the city. The man second from the right is A.O. Dufresne and the third is Onésime Gagnon. Then minister of Mines, Hunting and Fishing in Maurice Duplessis’ Union Nationale administration, Mr. Gagnon would go on to become the lieutenant-governor of Quebec. The image reflects the spirit of colonization that Duplessis revered.
