This photo not only shows municipal road workers’ daily tasks but also how remarkably tools have changed since the middle of the 20th century. We see, for instance, a hand-operated concrete mixer. None of the workers have protective clothing. The site inspector is easy to pick out: he’s wearing a suit and tie!
